Career Traffic (and Race Again button) patch

Testing the patch for the Need for Speed 4: High Stakes!

Trying the Career mode with traffic, making the races much more challenging.

Features in this patch (WIP):

• Traffic enabled in Career Mode (WIP).

• Added the long-awaited "Race Again" button for quick restarts (it seems to work correctly).
